Wonder no more. The lyrics are
The Czar is ummm the Czar and Jim is, I believe, Jimmy Carter who was US president at the time of the song.

Hi Gill,
Thanks for the lyrics. Apparently, it’s not only non-native speakers of English who have problems decoding song lyrics. A Google search for ["jona lewie" "stop the cavalry" "while the Czar"] generates fewer results than a search for ["jona lewie" "stop the cavalry" "while Luzar"].
And if Jim is Jimmy Carter because he was president at the time, what are the Czar and Mr. Churchill doing in the lyrics? It seems that the song’s protagonist is the “eternal soldier”: “I have had to fight, almost every night, down throughout these centuries”
