I would hazard a guess that a large percentage of that usage would have been during lunch hours. It might be worth pointing out that access at other times could be justified at a manager's discretion; if for example the person usually arrives early or stays late, or they worked through lunch, etc. Also, I believe for health and saftey reasons people who work with computers are allowed to take more than a 16.52 second break away from their screen each day. Our IT are implementing a new system here at some point which will give us access to such sites during lunch hours (12pm-2pm). Currently they are blocked at all times unless specific access is requested. By the way, I (a council worker) just spent atleast 6 minutes reading this...
